Mobility Scooter Registration Singapore (2026): All Questions Answered

Confused about Singapore’s new PMA rules and mobility scooter requirements? They officially begin from 1 June 2026, and many mobility scooter users are now worried about:

📜 2026 Mobility Scooter Rules: What Changed?

From 1 June 2026: Medical certification needed
ALL users below 70 years old require CMN, unless exempted
Newly sold & purchased mobility scooters from 1 Jun must be registered
✔ PMAs must be used at a max speed of 6km/h
✔ Non-compliant "PMA lookalike" can officially be impounded 
 = oversized, higher speed than 10km/h, or designed with more than 1 seat

From 2029: Only registered mobility scooters allowed
Registration of existing mobility scooters will only commence in mid-2027. More details will be released later.

FAQ — CMN / AMS Requirements

Question Answer
Can I use my doctor's letter as a medical proof? No, unfortunately the OneMotoring site only recognises certifications through GPs and polyclinics that conducts AMS. Do bring along all medical documents for a successful asssessment.
What is AMS? Assessment for Mobility Scooter conducted by doctors or OT.
What is CMN? If your assessment (AMS) is successful, doctor will provide the Certificate of Medical Need.

Who is exempted from the medical certificate? Check exemption status here.
Does CMN automatically legalise oversized PMAs? No. Special approval for larger PMAs must also be specifically stated by the doctor.

🦼 Existing Mobility Scooters

Can You Still Use Your PMA After 1 June 2026?

Yes — provided you have obtained your CMN and your mobility scooter is currently compliant such as ✅ MOBOT PMAs!

Existing PMA regulations before 1 June 2026 (can still be used):
✔ 1 seat & footboard
✔ Below 120cm x 70cm x 150cm
✔ Max speed 10km/h, ride at 6km/h

At MOBOT

  • All current PMAs are already LTA compliant and can continue to be legally used during the transition period.

Existing MOBOT PMA users will only need to:
Obtain CMN / AMS if required
✔ Reduce speed limit to 6km/h before 2029
✔ Register before 2029 (starts mid-2027)

From mid-2027, LTA will only progressively deploy roving registration stations across Singapore to support existing users.

FAQ — Existing Mobility Scooter Users

Question Answer
Do I need to register my current PMA? No, registration is not available for individual owners now, only PMA retailers.
Can I still use my current MOBOT mobility scooter after 1 June 2026? Yes, all MOBOT PMAs are LTA-compliant and can continue to be used until end-2028. Come to MOBOT outlets for the speed reduction and register it to continue using from 2029.
Are existing MOBOT PMAs still legal? Yes. All current MOBOT PMAs are legal and will be registered from 1 June 2026.
Do existing users still need CMN / AMS? Yes, unless exempted. User eligibility enforcement begins from 1 June 2026.
How to check if I need CMN / AMS? If you are below age 70 and not a beneficiary of SMF, ATF or MOH disability schemes, you need a CMN.
Can I come to MOBOT to register my mobility scooter? No, retailers don't register customer's existing PMAs. Mobility scooter registration for the public can only be conducted by LTA from mid-2027.
Does mobility scooter need licence plate? Yes, but full enforcement only takes place in 2029. Only newly sold mobility scooters from 1 June 2026 need be registered with licence plate. Consumers' existing mobility scooters will only need it from 2029.
When must existing MOBOT PMAs be registered? Existing users generally have until end-2028 to complete registration. Wait for LTA to release more details in 2027.



🚫 Online-Purchased or Non-Compliant Mobility Scooters

Can You Still Use Them in Singapore?

No, since they cannot fulfil all the criteria and cannot be registered at all.

Registration of Mobility Scooters By Retailers requires:
📌HSA Importer Licence
📌Apply With LTA to Whitelist Specific Model
📌Physically in Singapore to send for inspection & tagging

Unrecognised sellers cannot meet registration criteria:
❌ Exceed size requirement
❌ Exceed 6km/h speed limit
❌ Lack proper certifications & licence
❌ Cannot fulfil inspection process & cost

Having a medical condition alone does NOT automatically legalise a non-compliant PMA, unless doctor indicate the need for oversize ones in the CMN.

  • 👉🏻 From 1 June 2026: Ownership of Non-compliant "PMA" is illegal and device can be impounded

This means users holding non-compliant PMAs may eventually face:

  • Registration rejection
  • Disposal issues
  • Enforcement action or fines
  • Loss of resale or trade-in value


📌 MOBOT Will Not Accept Trade-Ins of Non-Compliant PMA After 1 June 2026

💰Trade-In with MOBOT before 1 June!
Up to $500 trade-in value for eligible non-compliant PMAs

⚠️ After 1 June 2026:

  • MOBOT will no longer accept non-compliant PMA trade-ins
  • Non-compliant PMAs may become difficult or impossible to resell
  • Users may eventually need to dispose of them with $0 recovery value

For many users, upgrading earlier may help avoid unnecessary stress, compliance issues, or financial loss later on.

FAQ — Overseas & Non-Compliant PMAs

Question Answer
I have a medical need and the PMA that suits me is oversized, what should I do? Only if your OT approved the need for a large PMA in your certificate, then you can use it but only at 6km/h.
Can I still use overseas or online-bought PMAs? Yes for now, only if the PMA itself complies with Singapore’s size and 1-seater design requirements and used at max 6km/h. No, from 2029.
Can non-compliant PMAs be registered? Other than speed that can be reduced, the size and design cannot be changed easily. Hence, will not be able to register.
If I am not riding my non-compliant device, can LTA seize it or fine me? Yes. Enforcement now apply to ownership of illegal PMAs. This means if they spot them at your home, they are authorised to impound it.
I bought my PMA for $XXX and found out it is illegal, my seller will not return my money, what should I do? MOBOT does not buy any device from consumers. The best solution is to trade-in your illegal device with MOBOT to get back some value. Offer only available until 31 May 2026. If not, you'll have to dispose it or run the risk of fines.
I need a two-seater PMA to fetch my loved ones, what should I do? Consider a legal e-scooter, get the AMS and speak to the patient's doctor regarding this need, or look for your MP to get advice. 
Can MOBOT help check if my PMA is compliant? Yes. MOBOT can assist users with compliance checks and upgrade recommendations.

Why are prices expected to increase? Retailers now face additional inspection, registration, and compliance costs.
